BELPER TOWN COUNCIL

AGENDA FOR THE MEETING OF 13th DECEMBER 2011

  1. To receive apologies for absence.
  2. Declaration of Members Interests.
    Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A maximum of five minutes or at the Chairman's discretion will be made available for members of the public to address the meeting in relation to the business to be transacted. Mr Peter Davis to comment on the Town Council's Remembrance Day Service.
    2. If the Police Liaison Officer, a County Council or Borough Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 2066 - 2088 of the Council Meeting held on 8 November 2011.
  7. To note the Minutes 14 - 22 of the Queens Diamond Jubilee Committee held 21 November 2011.
  8. To note and adopt the recommendations of the Car Park Committee held 29 November 2011. Cost implications to be circulated when available.
  9. To note the Minutes 1 - 5 of the Belper Town Council Youth Forum meeting held 2 December 2011.
  10. Mayor's announcements.
  11. Finance.
    To note and agree income and expenditure incurred in the months of October and November covering transaction 6936 - 7080. Schedules attached showing income of £5,746.02 and expenditure of £25,074.28.
  12. Planning Applications:
    1. To consider planning applications dated 9 November 2011 - 5 December 2011.
    2. To note the planning application decisions 9 November - 5 December 2011.
    3. To consider the planning applications on any schedule circulated at the meeting.
  13. Grant Applications
    324 - Friends of Belper Parks - To consider the attached application for a grant for the cost of an interpretation board for the Coppice car park.
  14. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  15. To appoint a sub committee to deal with complaints. (Council complaint procedure attached)
  16. To consider the Town Council's nomination to enter the Britain in Bloom competition and to nominate representative/s to attend the 2012 Finalists Seminar.
  17. To consider the attached request for a grit bin to be placed at the bottom of the Spinney.
  18. To consider the management of the Belper Farmer's Market.(list of current traders and waiting list attached)
  19. To consider the attached appeal to support the Gurkha campaign for Pension Parity.
  20. To consider the request from the Milford and Makeney Community Group for the Christmas lights at Milford to be switched off over night. .
  21. To consider the request from Proctors Funfair Ltd to hold a Spring Fair on the Coppice car park in March or April 2012 on the same terms as the Spring 2011 Fair.
  22. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
