BELPER TOWN COUNCIL

AGENDA FOR THE MEETING OF 14th FEBRUARY 2012

  1. To receive apologies for absence.
  2. Declaration of Members Interests.
    Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A maximum of five minutes or at the Chairman's discretion will be made available for members of the public to address the meeting in relation to the business to be transacted.
    2. If the Police Liaison Officer, a County Council or Borough Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 2111 - 2128 of the Council Meeting held on 10 January 2012.
  7. To note Minutes 293 - 302 of the Food Festival Committee held on 30 January 2012.
  8. To note Minutes 264 - 268 of the Finance Working Party held on 2 February 2012.
  9. Mayor's announcements.
  10. Finance.
    To note and agree income and expenditure incurred in the months of November and December covering transactions 7233 - 7321. Schedules attached showing income of £100.30 and expenditure of £6,890.39.
  11. Planning Applications:
    1. To consider planning applications dated 17 January 2012 - 6 February 2012.
    2. To note the planning application decisions 17 January - 6 February 2012.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To note the inspectorates appeal decision at site 27 Upper Hartsay, Heage.
    5. To note an appeal regarding site 4 The Bent Jacksons Lane has been dismissed and the Enforcement Notice is upheld.
  12. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  13. To note the next Parish Liaison meeting is to be held 26 April 2012.
  14. To consider a letter regarding the temporary closure of footpath 64 and 66 Goods Road at bridge over River Derwent.
  15. Clerk to report on the Council's company vehicle and its replacement.
  16. To consider attending the attached youth consultation event.
  17. To note the letter attached regarding the closure of Belper police enquiry offices.
  18. To note Belper and Duffield Rotary Club raised £100 from their Tree of Light Appeal.
  19. To consider appointing representatives to attend the Britain in Bloom Presentation to be held in Guernsey 6 October 2012.
  20. To consider commenting on the attached Borough Council's Recycling and Waste collection survey.
  21. To consider the letter attached requesting permission to hold an event on Belper Market Place.
  22. Clerk to update the members on the attached report and the Council's interest in the purchase of a commercial building for Community Use.
  23. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
  24. To note and adopt the recommendations of Minutes 031 - 036 of the Queens Diamond Jubilee Celebrations Committee held on 10 February 2012.
