AGENDA FOR THE MEETING OF 17th JANUARY 2012

PART I - NON CONFIDENTIAL INFORMATION
  1. To receive apologies for absence.
  2. Declaration of Members Interests. Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A maximum of five minutes or at the Chairman's discretion will be made available for members of the public to address the meeting in relation to the business to be transacted.
    2. If the Police Liaison Officer, a County Council or Borough Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 2089 - 2110 of the Council Meeting held on 11 December 2011.
  7. Mayor's announcements.
  8. Finance.
    1. To note Minutes 260 - 2963 of the Finance Working Party held on 15 December 2011.
    2. To note and agree income and expenditure incurred in the months of November and December covering transactions 7081 - 7232. Schedules attached showing income of £4,018.06 and expenditure of £30,183.13.
    3. To consider the purchase of a second vehicle to replace the existing one which is becoming difficult to maintain.
    4. To approve the 2012/13 budget and precept as recommended by the Finance Working Party.
  9. Planning Applications:
    1. To consider planning applications dated 14 December 2011 - 9 January 2012.
    2. To note the planning application decisions 14 December - 9 January 2012.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To consider the attached proposed waiting restrictions: Goods Road, Belper.
  10. Grant Applications 325 - Vitalise - To consider the attached application for a grant to help provide respite care breaks.
  11. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  12. To note a letter received from Mr Davies requesting information regarding the removal of a poster attached to the railings at the Memorial Gardens and the actions of the Clerk.
  13. To consider making comments on the Derbyshire County Council revised policy for the management of motorised vehicles in the countryside.
  14. To consider a letter received from a local resident regarding the Council's actions to deter anti social behaviour in the Coppice car park.
  15. To note a letter received from a local business regarding Belper Town Council's Christmas Switch On.
  16. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
