- To receive apologies for absence.
- Declaration of Members Interests.
Please Note:-
- Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
- Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.

- Public Speaking
- A maximum of five minutes or at the Chairman's discretion will be made available for members of the public to address the meeting in relation to the business to be transacted.
- If the Police Liaison Officer, a County Council or Borough Council Member is in attendance they will be given the opportunity to raise any relevant matter.
- Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
- Order of business.
- To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
- In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.

- 318 - Fleet Arts - To consider the attached application for a grant of £7290 for
various projects.
- 319 -To consider the attached request from The Autumn Club for a £200 grant to assist with the cost of a guest speaker.
- 320 - To consider the attached request from Belper & District Road Safety Committee for a £30 grant to assist with the cost of running costs.
- Outside Bodies
To receive verbal reports from Council Representatives on outside bodies.
- Part Night Lighting
To consider commenting on the County Council's proposal to turn off the street lighting between the hours of midnight until 5.30am and to permanently switch off street lighting in areas that they consider no longer provide a community benefit.
- Polling Station Charges
To consider the attached request from the Borough Council for a reduction in the Polling Station room hire charges.
- Derbyshire Fire & Rescue Service Review of Emergency Cover
To consider commenting on the review report of the Derbyshire Fire & Rescue Service Review of Emergency Cover.
- Vacant Town Centre Business Premises
To consider the attached letter from a resident regarding the closure of two retail premise in the town centre.
- Derbyshire Excellence in the Community Awards 2011
To consider nominating people for the Derbyshire Excellence in the Community Awards.
- Town Centre Coach Parking
To consider town centre coach parking provision. (Councillor Shepherd)
- Proctors Fun Fair
To consider the attached request received from Proctors Fun Fair to hold the Belper Annual Fair on the Coppice car park October 2011.
- Market Place Signage
To consider improvements to the no parking signage on the Market Place. (Councillor Black)
