MINUTES OF THE MEETING OF 13th MARCH 2012

PRESENT: Councillor Alan Cox (Mayor) - in the Chair
Councillors: Jim Anderson, Peter Arnold, Deborah Biss, Simon Black, Joseph Booth, Jackie Cox, David Fisher, Stephen Holden, Eric Johnsen and Peter Shepherd.

In Attendance: Mrs Rosalind Bullimore (Clerk), 2 members of the press (Belper Express and Belper News) County Councillor Peter Makin, Sgt. Richard Booth and one member of the public.

  1. APOLOGIES FOR ABSENCE
    Apologies for absence were received from Councillor Nelson (holiday) Councillors Broughton, Robertson and Tomlinson (work)
  2. DECLARATIONS OF INTEREST
    Councillor Anderson and Councillor Shepherd declared a prejudicial interest in minute number 2163. They both made representation during the public section of the meeting and left the room whilst the item was discussed.
  3. PUBLIC PARTICIPATION.
    1. Members of the Public
      Andrea Fox the senior manager of the Drop Inn centre gave a report on the Drop Inn centre's activities and current financial situation.
    2. Police
      Sgt Richard Booth informed the Council of the increased number of lead thefts in the town. Residents whose properties have been identified at risk have been offered DNA grease. Sgt Booth agreed to look into a problem of builder's materials obstructing the footpath and damaging the grass verge at Mount Pleasant Drive.
    3. Members Declaring a Prejudicial Interest
      Councillors Anderson and Shepherd made representation on minute Number 2163 and urged the Council to consider the Drop Inn's grant application favourably.
  4. ORDER OF BUSINESS
    RESOLVED to bring item 20 Drop Inn grant application forward and agreed to suspend Standing Orders to allow members of the public to answer Councillors' questions in relation to this application.
  5. TO DETERMINE WHETHER ANY ITEMS SHOULD BE TAKEN WITH THE PUBLIC EXCLUDED
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it was RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of Exempt item 1, Minutes of a Staff Working Party Meeting and item 2, Outcome of the Council's final offer for the purchase of a commercial property.
  6. MINUTES OF A MEETING OF BELPER TOWN COUNCIL HELD 14 FEBRUARY 2012
    RESOLVED to agree as a true record Minutes 2129 - 2152 of the Council Meeting held 14 February 2012 subject to note Councillor Tomlinson sent his apologies for this meeting.
  7. MINUTES OF A STAFF WORKING PARTY HELD 24 FEBRUARY 2012
    RESOLVED to note the Minutes 115 - 120 of the Staff Working Party committee held 24 February 2012.
  8. MAYOR'S ANNOUNCEMENTS
    Forthcoming events/Notices etc.
    • Attended a 100th birthday party at Riversdale retirement apartments.
    • Attended Musical Theatre presentation 'Copacabana' in the new theatre at Belper High School.
    • Will open the new RSPCA shop on King Street this week.
    • To meet German exchange students at St John's Chapel next week and brief them on Belper's history.
  9. FINANCE
    RESOLVED:
    1. To note and agree income and expenditure incurred in the months of January and February covering transactions of 7336 - 7480. Schedules are attached to these Minutes showing Income of £1,123.44 and Expenditure of £27,051.25.
    2. To approve the emergency spending made under Financial Regulation 2.6 for the following payments:
      1. £50 for the Town Council's calendar of events to be included in the WHS publicity booklet.
      2. For the purchase of additional speed ramp segments. Clerk to ask the Police and Safer Neighbourhood Team to contribute towards the £108 costs.
  10. PLANNING APPLICATIONS
    1. RESOLVED to note the planning applications listed on the schedules dated 15 February 2012 - 13 March 2012.
    2. RESOLVED to note the planning decisions listed on schedules dated 15 February 2012 - 13 March 2012.
  11. GRANT APPLICATION
    326 - Drop Inn
    RESOLVED to grant £4,000 to the Drop Inn centre to help with the running costs of the centre.
  12. WEBSITE
    RESOLVED to purchase the domain name www.belperfarmersmarket.org Mr Peter Hounsell from Amber Ales Ltd to update the site on the understanding that the Town Council has full editorial rights and all content must be approved by the Clerk
  13. DERBYSHIRE TRADING STANDARDS
    RESOLVED to note the findings following a complaint about the management of the Belper Farmers' Market and the subsequent investigation by Derbyshire Trading Standards.The market is run inline with the rules of Belper Farmers' Market rules and professional diligence is met at all times.
  14. GIBFIELD LANE CAR PARK
    RESOLVED to approve the Gibfield Lane car park agreement. Ownership to be transferred over to the Town Council from the Borough Council as soon as possible.
  15. COMMUNITY GARDEN
    The Clerk asked the Council to agree to a licence being prepared to enable a community garden to be created at Derwent Street and in the car park at St John's Chapel RESOLVED Clerk to find out if planning permission for change of use is required and report the findings to the next meeting.
  16. PROHIBITION OF DRIVING ORDER - ALBERT STREET
    RESOLVED the Council have no objections to the County Councils Prohibition of Driving order for Albert Street, Belper.
  17. BELPER GATEWAY SIGN
    RESOLVED to purchase a Welcome to Belper sign and install it at the Mill View gateway to Belper.
  18. PRISON SERVICES
    The Clerk asked the Council for permission to instruct Nottingham Prison Services to maintain some of the Council's street furniture as a contribution to the Council's Britain in Bloom entry RESOLVED the Clerk has delegated powers to decide if the project is viable.
  19. COUNCIL PREMISES
    RESOLVED to note the Council's final offer for the purchase of a commercial building has been declined.
