AGENDA FOR THE MEETING OF 8th NOVEMBER 2011

PART I - NON CONFIDENTIAL INFORMATION
  1. To receive apologies for absence.
  2. Declaration of Members Interests.
    Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A maximum of five minutes or at the Chairman's discretion will be made available for members of the public to address the meeting in relation to the business to be transacted. The Chairman of Transition Belper Ian Jackson to report on the aims and projects of their group.
    2. If the Police Liaison Officer, a County Council or Borough Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
    In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 2042 - 2065 of the Council Meeting held on 11 October 2011.
  7. To note the Minutes 45 - 50 of the In Bloom Committee meeting held 7 October 2011.
  8. To note the Minutes 8 - 13 of the Queens Diamond Jubilee Committee held 10 October 2011.
  9. To note the Minutes 292 - 300 of the Christmas Committee meeting held 21 October 2011.
  10. To note the Minutes 254 - 259 and adopt the recommendations of the Finance Committee meeting held 27 October 2011.
  11. Mayor's announcements.
  12. Finance.
    To note and agree income and expenditure incurred in the months of September and October covering transaction 6882 - 6962. Schedules attached showing income of £5,444.34 and expenditure of £10,675.26.
  13. Planning Applications:
    1. To consider planning applications on dated 12 October 2011 - 31 October 2011.
    2. To note the planning application decisions 12 October - 31 October 2011.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To note an appeal against the refused planning permission for a raised decking area at 177 Nottingham Road Belper has been dismissed.
  14. Grant Applications
    To consider the criteria for awarding grants. (Councillor Booth)
  15. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  16. Clerk to report on the public meeting held 18 October regarding the proposal to introduce an overnight gating order at the Coppice car park.
  17. To consider the attached DALC Law & Good Practise training course.
  18. To report on the provision of youth activities in Amber Valley (Councillor Black).
  19. To consider the attached letter regarding antisocial behaviour in the grounds of St John's Chapel.
  20. To consider the attached letter regarding the wording on the war monument in the Memorial Gardens.
  21. Items for Information: To note and discuss as required the items of correspondence detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
