AGENDA FOR THE MEETING OF 11th OCTOBER 2011
- To receive apologies for absence.
- Declaration of Members Interests.
Please Note:-
- Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
- Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
- The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
- Public Speaking
- A maximum of five minutes or at the Chairman's discretion will be made available for members of the public to address the meeting in relation to the business to be transacted.
- If the Police Liaison Officer, a County Council or Borough Council Member is in attendance they will be given the opportunity to raise any relevant matter.
- Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
- Order of business.
To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed:
In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
- To receive and approve Minutes 2017 - 2041 of the Council Meeting held on 13 September 2011.
- To note the Minutes 1 - 7 and adopt the recommendations of the Car Park committee meeting held 13 September 2011.
- To note and adopt the recommendations of the Food Festival Committee (a) the Minutes 272 - 279 of the Food Festival committee held 2 September 2011 and (b) the Minutes 280 - 285 of the Food Festival committee held 30 September 2011.
- To note the Minutes 1 - 7 of the Queens Diamond Jubilee committee held 9 September 2011.
- To note the Minutes 59 - 63 of the Larks in the Park committee held 9 September 2011.
- Mayor's announcements.
- Finance:
To note and agree income and expenditure incurred in the months of September and October covering transaction 6484 - 6775. Schedules attached showing income of £3,986.24 and expenditure of £58,753.47.
- Planning Applications:
- To consider planning applications on dated 14 September - 3 October 2011.
- To note the planning application decisions 14 September - 3 October 2011.
- To consider the planning applications on any schedule circulated at the meeting.
- To note the appeal from the Neighbourhood Centre, Gregorys Way for the proposed change of use to A5 - Hot Food Takeaway has been dismissed.
- To note the Planning Response Co-ordinators comments on behalf of the Town Council on The Bullsmoor Draft Development Brief.
- Grant Applications
- 323 - Hearing Help (Amber Valley) - To consider the attached application for a
grant towards running the charity.
- 324 - Corridor Arts - To consider the attached application for a grant towards the cost of marketing and promotional material.
- Outside Bodies
To receive verbal reports from Council Representatives on outside bodies.
- To consider the attached invitation to attend a training session on the proposed changes to the planning system with particular reference to how communities can shape the future of the areas in which they live.
- To note the Amber Valley Borough Council (Off-Street Parking Places) (Civil Enforcement and Consolidation) Order 2011 was made on 23 September 2011 and will come into operation on 3 October 2011.
- To consider nominating someone for the Derbyshire County Council Young Achievers Awards 2011.
- To note the Clerk has agreed for Babington Hospital to hold car boots sales on the 17 March, 20 May, 22 July and 16 September in 2012.
- To consider the purchase of a bus shelter to be sited near the New Inn, Milford.
- To consider the request from a member of the public for permission to plant a tree of remembrance in the Belper Memorial Gardens.
- To consider the attached Belper marlins sponsor request.
- To note the attached invitation to attend a presentation on youth activities in Amber Valley.
- Items for Information: To note and discuss as required the items of correspondence
detailed on the schedule attached. All correspondence is available for inspection from the Clerk.
