BELPER TOWN COUNCIL

AGENDA FOR THE MEETING OF 13th SEPTEMBER 2011

  1. To receive apologies for absence.
  2. Declaration of Members Interests. Please Note:-
    1. Members must ensure that they complete the Declarations of Interest sheet prior to the start of the meeting and must indicate the action to be taken (i.e. to stay in the meeting, to leave the meeting or to stay in the meeting to make representations and then leave the meeting prior to any consideration or determination of the item)
    2. Where a Member indicates that they have a prejudicial interest, but wish to make representations regarding the item before leaving the meeting, those representations must be made under item (c) of Public Speaking.
    3. The Declarations of Interests will be read out from the Declaration Sheet - Members will be asked to confirm that the record is correct.
  3. Public Speaking
    1. A maximum of five minutes or at the Chairman's discretion will be made available for members of the public to address the meeting in relation to the business to be transacted.
      1. Adrian Farmer to make representation on agenda item 12 (a) Derwent Valley Mills Grant Application.
    2. If the Police Liaison Officer, a County Council or Borough Council Member is in attendance they will be given the opportunity to raise any relevant matter.
    3. Members declaring a prejudicial interest who wish to make representations or give evidence under the Code of Conduct relating to Agenda items shall do so at this stage.
  4. Order of business.
  5. To determine if any items should be taken with the public excluded. If it is deemed appropriate to exempt the public from any item, the following resolution will be passed: In accordance with Section 1(2) of the Public Bodies (Admission to Meetings) Act 1960, in view of the confidential nature of the business to be transacted, it is RESOLVED that, in the public interest, the public and press be excluded from the meeting during discussion of the item and they be instructed to withdraw.
  6. To receive and approve Minutes 1991 - 2016 of the Council Meeting held on 12 July 2011.
  7. To note
    1. the Minutes 253 - 264 of the Food Festival committee held 11 July 2011 and
    2. the Minutes 265 - 271 of the Food Festival committee held 25 July 2011.
  8. To adopt the recommendations of the Car Park committee meeting held 13 September 2011.
  9. Mayor's announcements.
    Mayor to present gift vouchers and certificates to the winners of the Belper in Bloom competition.
  10. Finance:
    1. To note and agree income and expenditure incurred in the months of July and August covering transaction 6484 - 6775. Schedules attached showing income of £3,986.24 and expenditure of £58,753.47.
    2. To note the completion of the 31 March 2011 Annual Audit.
  11. Planning Applications:
    1. To consider planning applications on dated 5 August 2011 - 5 September.
    2. To note the planning application decisions 28 June 2011 - 5 September 2011.
    3. To consider the planning applications on any schedule circulated at the meeting.
    4. To note the enforcement notice for breach of planning to provide an extension to the existing footway and the provision of dropped kerbs and tactile paving at Whitemoor Medical Centre has been quashed.
    5. To note an appeal has been made to the planning inspectorate in respect of 4 The Bent, Jacksons Lane, Heage.
    6. To consider commenting on the public consultation regarding the Bullsmoor Draft Development Brief. (Previously circulated).
  12. Grant Applications
    1. 321 - Derwent Valley Mills - To consider the attached application for a grant of £250.
    2. 322 - Belper Stroke Club - To consider the attached application for a grant of £550.
  13. Outside Bodies
    To receive verbal reports from Council Representatives on outside bodies.
  14. Telecommunication Masts
    To consider the attached letter regarding the installation of a telecommunication mast at the junction of Marsh Lane and Laund Nook.
  15. The Big Society in Belper
    To consider a discussion paper delivered by the Mayor.
  16. Parking of Public Vehicles at St John's Chapel
    Clerk to report.
  17. Swiss Tea Room Replacement Designs
    To note a resolution to be proposed by the Mayor that ''Belper Town Council recognises that the Selection Panel had significantly more information than was considered at the time of the public consultation. Belper Town Council therefore believes that the views of the Selection Panel should be supported''.
  18. Welcome to Belper Sign
    To consider the three attached quotations for a decorative 'Welcome to Belper' sign.
  19. Derbyshire County Council Winter Services.
    To consider the Derbyshire County Council winter service online questionnaire.
  20. Parking issues on the Market Place
    To consider the Clerks report on a meeting to discuss the parking issues and signage on the Market Place held Monday 15 August 2011.
  21. Excellence in the Community Awards 2011
    To consider the attached invitation to attend the Derbyshire County Council Excellence in the Community Awards Ceremony.
  22. One-Way Order - Brookside/Days Lane
    To consider the proposal to revoke the One-Way Order - Brookside/Days Lane.
